At the intersection, the 2006 Mitsubishi was sandwiched between two police patrol cars. Gunshot holes are visible on the sides.

Two minutes before the crash, deputies with the Orange County Sheriff's Department got a call about a wrong-way driver on Pacific Coast Highway, said Lt. Ted Boyne.

A commuter called dispatchers and reported that the driver – in a small black car – was driving north in the southbound lanes of Pacific Coast Highway near Crown Valley Parkway in Dana Point, Boyne said. Deputies were alerted, but they never saw the vehicle.

It wasn't until the crash occurred that police were notified of the car again, one of four vehicles involved in what authorities described as a high-speed collision.

Pacific Coast Highway was busy with morning commuters at the time of the crash, and several witnesses ran toward the vehicles after the collision, said Tim Manriquez, who works at a window-tinting business nearby.

"I heard the collision right at my door here," he said. "It happened so fast, I just ran out to try to help people."

The driver in one of the vehicles, a black Mitsubishi, appeared to have been knocked unconscious by the collision, and bystanders peeked inside the car to see if he was OK, Manriquez said.

Police arrived a few seconds after the crash, and that is when the engine of the Mitsubishi started again, he said.

"He started to drive, he turned, and the car just spun out of the control," he said.

The car spun in a circle, then it appeared as if the driver was trying to make a turn on St. Ann's Drive.

A police officer began to scream at the driver.

"The cop was telling him to stop," he said. As the vehicle turned, the officer fired about five times into the car.

Liz Campbell, who works at The Stand, a nearby restaurant, said she heard five or six shots being fired consecutively.

Kravetz said he did not yet know what caused the officer to fire, or if the man inside the vehicle had fired at the officer.

The Orange County District Attorney's office is currently at scene investigating the officer involved shooting, Kravetz said. He did not say whether a weapon was retrieved from inside the black Mitsubishi.

The man inside the vehicle was taken to Mission Hospital in Mission Viejo.

Authorities have blocked off the 700 block of Pacific Coast Highway in both directions, and traffic is expected to be blocked for hours for the investigation.

Wonder what the officer's thoughts were there.

This guy was just in a major head on collision... probably injured, possibly disoriented and making bad decisions from a huge bump to the head.... maybe I should shoot him to death. Clearly his mangled wreck of a car is going to perform a swift getaway.

Or.... here is a guy who has shown complete disregard for human life, has caused a major accident, is not listening to orders, almost just killed people, and is trying to take off again where he very well may kill someone, I have to stop him.

Which is completely reasonable.

sorry but dumbass driver's life < everyone else on the road
