Default n/a motor bolt on turbo question

ok i was wondering if it is possiable to turbo my 03 baja with very low boost with out a major tune? and still able to pass emissions in ct?

you're gonna need to tune it period...

but if you get a catted exhaust it should pass the sniffer test, but not gonna pass the visual inspection. you're better off supercharging it
