Default Not hitting boost targets in 1st or 2nd?

Hello, like stated im not hitting my boost targets in 1st or 2nd, here is the info-

2007 WRX Stage 2 Accessport
Cobb catted DP,
AP V2
Invidia Q300 3" Catback

In 3rd, 4th, and 15, i hit 16 and will creep a bit if i dont pay attention, but in 1st and 2nd i only hit like 13-14 psi?

Is this normal?

I know on cobb claims you if you dont hit your boost targets your probably not using the parts the tune is made for but I am, the cobb dp and any 3" exhaust (catback)

Ideas?

I have read some other threads that claim 19 psi should be achieved??

I don't think that you will have enough load in 1st and 2nd to hit full boost. Your boost figures seem fine. I think that the prior generation WRX runs more boost on a ots stage 2 tune.

You won't nessecarily hit your boost targets in first or second gear, there isn't enough load or time at WOT to build boost. You won't hit full boost until 3rd and 4th gear and it sounds like you are hitting targets in those gears.
