Default not hitting boost targets

So I have an 04' WRX running blitz catback and tanabe divorced wastegate downpipe and an cold air intake, i am running stage 2 91 with my accessport and i'm not getting anywhere near boost pressures, i spike about 10.4 and hold about 9.5 or less, i'm pretty positive theres not a boost leak but i could be wrong does anyone have any ideas on this?

it's actuator pressure. if u have stock bcs check it, or borrow it from friend to test again. also check hoses for leaks. or maby your car is in limp mode? any cell?

I'm gonna take a shot and say it's your INTAKE. To my knowledge, the OTS map is calibrated for the stock airbox, however it will work with the Cobb SF intake ONLY. Try putting in your stock airbox and see if that fixes your problem.

so we had a boost leak check done and found that the intercooler to throttle body hose was leaking so we replaced that, then we replace the turbo inlet because that was leaking as well and ripped, now its still not hitting boost pressures so I just don't really know where to go from here, the boost control solenoid could be it but it just doesn't feel like I'm driving a turbo'd car it build boost very slowly only holds around 9 and will spike around 11 I need some ideas because the car ran like this when we bought it stock and after all the mods seems like it hasn't gotten any better at all, had an 02' did the same mods and no tuning and it ran way faster than this one and picked up alot quicker even when it was stock

There are 90000 causes, all of which you can find by:

a. using the RIGHT FORUM
b. calling the maker of your engine management system
