JDM V8 into 03 WRX

Hey....I have searched but am still struggling for info....My 03 engine and heads are trashed. With a JDM Ecu and my USDM chassis will I pass OBDII???
Is this a straight forward conversion? I have searched and found some tidbits...

No you will not pass, but some people are able to pass by switching out the JDM ecu for the usdm one. However, there's more to it then just swapping the ecu and then taking it to get smogged.
