Default Should I switch from Cobb to UTEC?

I have looked around at some of the past posts about info on the utec but Im not really sure about a lot of stuff. Like what exactly do I need to purchase to use this source for tuning. I currently use and run a COBB AP with an E-Tune from PDX Tuning . I am not as impressed with the tune as I was hopeing. There is a Tuner local who can tune the UTEC but does not ProTune the COBB units. So any help or push in the right direction would be great. I am aware I may just need to sell my AP but if there are better ways of getting more out of my vehicle Im all for it. I am also very new to the subaru, only had my WRX a little over a year so forgive anything stupid I may ask or say. As I am not sure of the differences between Open Source and the UTEC system and others.... Again any help or advice would be greatly appreciated. Thanks.

I am more or less WANTING to have around a 18 or better boost target. I have a MagnaFlow CBE, Catless 3" bellmouth DownPipe, Catless UpPipe, Cold Air Intake and a HKS BOV also larger TMIC.
