Default Help, my car stays in open loop

So my 98 Legacy GT 2.5 wagon will not go into closed loop. I am also getting a P0130 code for the O2 sensor sensor bank 1 sensor 1 malfunction.

I have replaced the sensor 3 times with new units. The wires going to the ECU from the sensor all have continuity, and the ground wire is good as well. I have checked all the values on both sides of the sensor connector backprobing it. The heater wire has 12V and the ref wire is 1.5V with the sensor unplugged. Running (at idle) the sensor is around .6V.

When I give it some gas and hold steady (around 2500rpms) both O2 sensors zero out and stay there.

I know your coolant temp sensor helps to control open/closed loop operation. When I attach a scanner the coolant temp seems pretty accurate and operating temps are around 190-200. Could my temp sensor be failing, I dont recall the correct operating temp? I need help with this one. I know someone has to something about this problem or could help me t-shoot this. I dont want to take it to the dealer because I like to do things myself.

Thanks for any help.

190-200F is just fine for the coolant temp, so that seems normal.

If you haven't already done so, I would post this in the Engine Management forum or maybe Service & Maintenance to try to get some more exposure. This isn't a Legacy issue, so posting it in the Legacy forum just means a smaller audience has a chance to see this.
