Smile Passing emissions in CO

I'm posting up for a neighbor that needs more information on smog tests in CO.

He just purchased / financed a second hand 09' WRX with a bunch of mods, but inadvertently screwed himself because he's shipping the car up to Fort Carson, Colorado - apparently there are yearly smog checks on base, where he will be stationed / going to school.

I myself am not educated on SMOG checks and can't really help the guy that much. (I live in Hawaii.. no emissions here .. yet. haha) I took a quick look at the car, and it seems to have a bunch of bolt-ons, with a stage 3 accessport OTS map.

I have an 04', but IIRC the 06'+ motors have no cat in the uppipe, but an air pump instead. So in that respect, what would he need to pass smog? I told him he probably needs a catted downpipe, since the one on the car is catless. Is there anything else? Just make sure no CEL's are present?

Any help is greatly appreciated.
