Default Failed Emissions: "Catalytic converter code and oxygen sensor not ready".

Hello folks,

My '95 Legacy LS (140k mi) failed RI inspection because it failed the sniffer test (both at idle and at 2500rpm). I brought it back and had them test it via the OBDII port. The tech said it wouldn't pass that way either because of a:

"Catalytic converter code and oxygen sensor not ready code"

Do you think the spark plug defouler trick will work? Should I replace the o2 sensor downstream or need a whole new cat?

You need to complete the readiness cycle by driving it more....then taking it back to get tested.
