Any standalone
Split Second Fuel/Timing Calibrator (laptop prog for both fuel & timing)
Split Second TMC-1 (timing adjustment only by knobs)
new J&S (pull timing per boost)

And I'm sure a few others that I can't think of at the moment. Timing is a touchy subject. *shrug*

Not to mention, there are ignition-timing only ECU's out there like the Haltech IG5.
