Question I need N/A Guru help please!

A month ago on eBay I bought a ICV part number 22650AA192. For my mom's 01 forester. Now two times they have sent the wrong part. I verified that this is the correct part number from the dealer.

This is the one from my mom's car on the right. One they sent last time on the left. It's half an inch shorter then the one that belongs on a 01 forester. Sorry for mom's cell phone pic.

It's been just over 30 days. The parts they are selling are new. The first one they sent had no blue sticker. The second has a blue sticker but it's still the wrong part. What am I doing wrong? Why do these stupid people keep sending the wrong part. Suggestions?

Maybe Subaru superceded the part. Does it plug in? Does it seal when installed? It might not be the wrong part.

the ICV moves in and out to control idle. Have one on my ATV. Plug it in and turn the key on. It *should* move.

It would seem that they have been sending me a 2004+ icv. Not the 99+ I need.
