Default obd II wont set on cobb stage 2

I have a 2004 wrx with cobb stage 2 setup. I live in ny and have been able to pass inspection with this set up the last three years. This year I can not get my car to pass. The inspector tests says the oxygen sensor, oxygen sensor heater, and cataylyst monitors are saying not ready and as a result I fail. Only changes I have made to the car are in June I replace my front O2 sensor and in July I replaced the battery. I have driven over a thousand miles since replacing the battery and the monitors are still not set.
I am a little confused from my research. I have read that cobb stage 2 will prevent the monitors from setting. I have also read that this is not true.
What is the actual case and does anyone have any ideas for my problem.

I did a lot more research and came up with a possible solution. After driving over a thousand miles without the monitors coming ready I unmarried my accesport. I got a P0037 OXYGEN SENSOR HEATER CONTROL CIRCUIT LOW (BANK 1 SENSOR 2). My plan is now to replace the sensor and set my car back up to stage 2. Does a bad sensor sound like a possible cause for the monitor not to set or am I just getting this code because the car has no cat.

I replaced the rear o2 sensor and cleared all check engine lights. I then reflashed my car to cobb stage 2. All my monitors have now set. Although the cobb prevents check engine lights from showing up which is good for general driving it fails to let you know if your rear o2 sensor is bad. If your rear o2 sensor is bad the monitors will not set and make it very hard to pass an OBDII inspection.
