Default Cruise control & resume at 50 mph

If the cruise control is set around 50 mph and you slow down to around 30-35 mph, engage the resume feature it down shifts and accelerates to 50 mph. It then holds in 3rd gear for a long time before shifting into 4th. Any ideas if this is normal or ideas on a remedy?
99 Outback Wagon, 2.5 with automatic tranny.

I will have to try this on my 1997 Outback 2.5 with the 4EAT Automatic Transmission.

FWIW the TCU (Transmission control Unit) was suppose to have been significantly improved upon in 1998.

One remedy would be to accelerate closer to 50 before hitting RESUME. I rarely use resume from more than maybe 5mph - seems to overshoot less and just be a more gentle transition that way.
