Default Case half bolt torque Numbers

I am about ready ready to start putting my motor together and I have been reading the FSM and I have a question, about the final torque on the bolts that are in the coolant passages. I think I am reading the FSM right the final torque is torque and turn is that right? After reaching the 13.3 FT/lbs on both RH and LH sides the bolts in the coolant passages are tightened 90 degrees (my FSM has 2 dots by the 90 this is why i'm confused) from the last torque of 13.3 FL/lbs is this right?

u can buy the factory service manual on a disc form off ebay for about 25 dollars it has evrything that the dealership has
