Default Headlight doesn't always turn on, help please!

First off, i searched around and can't seem to find any pertinent information.

I have an 07 WRX, stock everything except for my yellow fog light bulbs.
My issue is sort of weird:
I usually park the car with the headlight switch in the "on" position (mainly because i can't stand driving around with just my daytime running lights and i haven't disabled them yet). Around 50% of the time, when i start the car, the drivers side headlight wont come on; example... Ebrake up, start the car. Passenger low beam on, both fog lights on, both city lights on, drivers low off.
If i turn the lights off from the stalk, and turn them back on, then the drivers side light comes on.

If it was a lose connection or a short, then the light wouldn't come on when i toggle them off and back on. From my knowledge of electrical it seems like theres a relay that isn't clicking the light on when i first start the car, but that sounds weird because the passenger bulb DOES come on.

Is there a separate relay for each low beam? I don't have HID's or anything so its not like they need to "heat up" or need a constant voltage to ignite.... they're just standard bulbs so it should light up.

Anybody have any insight, or possibly other ways to troubleshoot the problem?

p.s. when i got home from work i tried to replicate the issue again... i left all the lights in the same state they were when i started the car this afternoon. it worked fine. so this isn't something that happens EVERY time the car starts (and it only reinforces my thoughts that theres a relay intermittently sticking open causing the drivers low beam to stay off after the car sits all day)

At first it sounded like a relay sticking to me. However, both sides are on the same relay. The relay runs the ground side of each bulb. This wiring joins together from both sides in the front of the car, then to the same relay. So a relay is unlikely.

The first thing to try would be checking the connections to the bulb, and headlight. Look for corrosion, evidence of overheating, loose terminals, etc. If you don't find anything out of the ordinary, there are different fuses for right and left sides. I would replace the fuse for that side, regardless of what it looks like. If that doesn't fix it change the bulb.

1) headlight bulbs are stock
2) not a fuse or something disconnected; if that was the case the light wouldn't come on when I toggle them off then on from the stalk.

I guess it COULD be a bad bulb... But I've never seen a bulb "sort of work". Has anybody else seen similar symptoms?

I'll tear things apart this weekend I guess. I was hoping to have a starting place. Maybe I'll just disable the DRL's so that I don't have to worry about shutting off the car with the stalk in the on position. I'd rather all my lights on instead of DRL's, but I'd rather no lights on instead of all of them.

yeah....the filament can break and make intermittent contact without burning out.
