Default New Member W/ Power Steering Problem 95 impreza 1.8

So my girlfriends car, (1995 impreza L 1.8L Coupe 160k Miles Manual) has been leaking power steering fluid for quite some time now. I bought a rebuild kit for it, and replaced most of the o-rings and gaskets, etc. Put everything back together smoothly, no leaks.

Now, my problem is that the power steering doesnt work? Its real tight when steering. I was curious what I should do from here. I tried everything.

TRIED:
Filled it up, and turned the steering wheel to full lock, left and right, over 200 times. Still nothing.

Replaced the hose line clamps on the low pressure line. Nothing.

Drove it 15 miles on the highway, Nothing.

Everything was assembled correctly as far as I know, everything reinstalled correctly, all lines are tight, and the unit holds fluid. It does make a buzzing sound, that I hear could be from air in the system. Everytime I did full lock, the fluid in the reservoir bubbled, but never completely stopped spitting little bubbles while turning the wheel. It does stop bubbling when I don't turn the wheel. I did the full lock (left to right on the steering wheel) over 100 times.

Any Ideas? would a fluid flush also be considered a bleeding if I took it to a shop with the machinery? The pump worked fine before, just leaked. So it shouldn't be a bad pump, and there is very little chance I put it together wrong.

when under the car, when its off, and having the steering wheel turned, the steering rack seems to bubble internally as well.

Possible outer tie rod end is binding. This will cause the rack to work extra hard to try and move the wheels and cause additional noise in the rack.
