My Subaru Impreza's fan blows hot air with heat knob off

Is it set on recirculate, or outside air. If its set to take in outside air when you drive it will blow air through the vents

I understand that it will blow air if it is set for outside. But it is too hot. So hot that doesn't allow AC work. AC works OK when the engine is not hot.

Ok. you might have a blend door issue then if the hot air is taking over the A/C air. Might want to check and make sure your blend door is moving when you switch from hot to cold air.
