Default Weird electrical issues, bad ecu?

My 97 Legacy L 2.2 sat all summer while I drove my M3, now its time for Subaru to run and its all screwed up. When I turn off the key, the power stays on but at 3V lower than battery voltage. With the key out of the ignition, I can turn on all electrical stuff and sometimes the ABS valve will buzz or the radiator fans will come on randomly. The car cranks but will not start, I think the fuel pump is not running. The only way to shut off the car is to removed and replace the SBF-2 (ECM, fuel pump, main relay, & OBD connector) fuse or unplug to ECU. An OBD2 reader cannot connect to the car due to communication errors.

I'm thinking the ECU is fried, Is there anything else that could cause these symptoms?
Where can I get an ECU? Its a 7N, 22611 AD020

This morning I applied 12V to the main and fuel pump relay control pins on the ecu connector. They worked fine. Then I plugged the ecu back in and turned to car on and off and it worked perfectly! It started right up and ran, but then it died after about a minute. I started it again and it ran great for about 10 minutes I was really excited and about to go for a test drive but then it died again and the same issues are back.

I fixed it!! The ecu and igniter are grounded thru an engine block ground (that I still can't find). This ground was intermittent and causing all the problems. I fixed it by connecting the 7 ecu grounds to the chassis near the ecu.
