Here's a short roof adaptor for a thule rack using 400XT feet. This is from my 2001 Impreza 2.5RS coupe. It was used for one season. $45 shipped.

shouldn't there be 4 foot towers altogether?? Is it broken or completely functional?

It's completely functional but it's only a short roof adaptor, not the whole rack.
