Default turbo selection advice needed.

ok heres what i would like to do.

my engine will be a ej22 phase 1 with wiseco turbo leggy pistons (with probably less dish than stock) and ej251 heads with sti rods, and wrx exhaust manifolds/m2 uppipe.

i have a garrett center section from a saab thats water cooled and i would like to build a t3/t4 hybrid for this car. the turbo will be rotated with an adapter i plan to make to bolt to the uppipe, similar to what general did with his rotated holset build. i will be using an auxiliary water pump from a volkswagen instead of a waterbox.

what i want to know is, what should i use for a compressor wheel/housing and turbine wheel/housing if i would like to run 15-20psi and not go over 6500rpm or so and make moderate horsepower with it?

i dont want to buy a turbo, id like to piece one together and send it somewhere to get balanced, such as gpopshop.

perhaps i should buy a cheap ebay t3/t04e turbo and have it rebuilt?
