Default Header issues that are makeing my crazy

are the Borla 17183 Stainless Steel Headers legal in California i have a 1998 impreza RS and i cant find the info anywhere

I don't know california's crappy rules by heart, but I would think that as long as you don't mess with the stock emissions stuff (cats) you should be fine.

Not even close, unfortunately. CARB rules pretty much anything related to the engine.

One would think if the headers had a CARB EO # that it would be right in the listing on Borla's website. In their online catalog the17183 header has an asterisk that says for off-road use only, no emissions or CARB certification.

^ Yep. If thier parts are CARB certified it will definitly be in the sales/marketing info. Most state off road use only as a means to skirt legal issues. There are federal, state and even local regulations. For example here in VA, up in northern VA (beltway area) they are strict and will ticket if you're not "stock", and they have emmissions testing. Where I'm at there is no emissions testing and enforcement in lax on sound, but some counties have thier own rules. In CA it's very strict but I'm sure if you search around you can find "loopholes".
