I am swapping an ej20k into my 99 outback. I am uncertain on which ecu I can use. I would like to pass emissions and I don't want to spend a ton of cash does any body have any ideas or opinions
not gonna pass with any JDM/EDM, EJ20K ECU. the ECU won't communicate with any emissions testing devices.

What you are trying to do can not be done. EJ20K is OBD1 and your 99 Outback is OBD2.
What about an ej207 ecu or maybe the stock ecu with an safc

207 - no too different
safc .. start and run yes .. pass emissions .. probably not
What is so different from the 20k to the 207 what would prevent it from working

timing pattern on the cam socket .. and the shaft diameter is different - not swappable
sell it and get a USDM WRX/STI engine/harness/ECU/clip/etc. so you can pass emissions. whatever you choose, make sure it's as complete as possible. verify the condition of used anything you purchase. and prepare to rebuild it if you don't take the time.
the K isn't worth your time unless your car is OBDI, or emissions exempt.
