car hesitation

any ideas what causes this problem:
1. Fuel Tank 1/4 or less filled.
2. taking the 25mph ramp to go on freeways (usually turning right) but at faster speed around 45 to 50mph
3. fill up from same mobile gas station

so after taking that turn/ramp .... the car hesitates and won't get past the 4500rpm mark, for about 30 seconds.. and then it goes.

it seems to me it's something with the fuel pump, or lack of gas in the system ... no CELs and i had the 2 way valve recall done last year.

any ideas if someone had came accross the same issue, and solved it,
not like my way of solving it, which is to fill up when it reaches the 1/4 mark! lol

and about car mods, mainly suspension, but mechanically all stock with k&N drop in air filter.
