Default 1996 evaporation canister lines

I've been chasing down a raw fuel smell and i'm checking out my Evap. canister behind the Rt. headlight. It has 2 lines on the top and one below. The one below disappears into the frame rail, so I pull on it to make sure it is hooked to something and it's NOT. Does this line run on the inside of the rocker to get to the tank, I'm having a hard time chasing it.

That line just just ends in the frame rail; it's not hooked to anything. I believe it is just a drain.
