Is it okay to paint over the chrome housing behind the high beams and turn signals? I've seen that most headlight mods do not have these two sections painted and I am wondering why. I would post a pic if I could to be more specific as to the location but apparently I'm not allowed to upload files from my hard drive.

It's a reflective surface for the light to refract/diffuse off of.
If you paint over it you'll just have an extremely focused beam and blinkers no one can see.

Probably because chrome reflects light a lot better than black paint?

Doing this is soooo easy and it always comes out great. I cleared mine of all the orange plastic and painted it glossy black. I have an 05 WRX so the headlights come like a gunmetal type color.

Its been done-that and painting the bezels to match to body color. The general concensus on this forum is that they look like poop when painted this way. The nice thing about using extra butyl sealant instead of silicone is when you reassemble your lights, they can be taken apart and redone as often as you like.

does anyone know if there would be a problem with cleaning the inside of the headlight while it is apart? I've noticed that at night when I have my lights on I can see smudge marks that run across the inside.

Figured if I do this mod I might aswell clean it up while its apart.

Wouldn't clean the inside lens! There is an anti fog coating on the inside and you can remove it and your lens will fog up from the inside. I know from expierence!

After-

Some other views after i cleaned them up and painted them a little blacker-
