Default Horrible Gas Milege on 1997 Legacy

Hey guys,
My friend has a 1997 Subaru Outback Legacy which gets b/t 12 and 14 mpg... 16 on a good day lol.
Could anyone offer some ideas or what to look for under the hood to see what could be wrong?

Is the car stock?
How many miles?
Have you been following the maint. sched? When was it last tuned up and what was done at the last tune?

Yea the car is stock.
it has 85k miles and hasn't been tuned since he got it - bought used at 71k miles or so.

Don't know how much that helps though.

Well, it's just shy of 90K miles...and since you don't know the maint history prior...I would do a major engine tune including...

Replace plugs
Replace spark plug wires
Replace air fliter
Replace fuel filter
Replace PCV valve (if equiped)
Change oil
Check tire pressure

Those are all the things I can think of that would effect gas mileage. But there are many other things I would do as well including...

Rotate tires
Inspect and clean suspension
Check spare tire pressure
Flush and replace coolant
Replace rear diff oil
Replace tranny oil
Give the underside of the car a good cleaning
Give the engine bay a good cleaning
Wash and 3 step wax
Inspect wiper blades for replacement
Inspect clutch fluid (if hydrolic...I don't think a 97 is)
Inspect power steering fluid
Inspect brake fluid
Check brakes

But then I am an anal freak.

How is your friend checking his mileage?? Tell him to be sure his gas gauge reads correctly. My fiance's '97 Legacy Outback Wagon's gauge reads a 1/4 tank when in actuality there is still close to a 1/2.

he fills up the tank, resets his trip odometer, then when he fills it up next time he writes down how many gallons he got and then does the number of miles over the number of gallons he just bought.

That is the right way to do it right?

That's an accurate way of measuring fuel consumption - for better accuracy, make sure to use the same gas station since different stations can have different length pump.

Dcrawford has given good suggestions, esp. if one plans to keep the car running!

Still, my bet would be on the O2 sensor. For a quick first step, have the ECM cleared out and see if that helps. Check the tailpipe of the car and see if it is really black (sign of very rich combustion). I've seen this done - wipe the exhaust with a rag (make sure it's not hot!!!) really well, drive it around for a few days, then using another rag wipe it again to see how much unburnt hydrocarbons come off. If it's really black again, very good chance it's a bad O2.
