You can get them online at:
The "World Rally Review 1997" and "1998" are excellent. I would also suggest any of the "In Car" videos, including the Manx Rally (Which is older, but still very good.)
....I watch these vids AND I have speedvision.

I just ordered the 2000 review and a video about the Impreza from Dukevideo...But I went back and looked at the format and it says "PAL VHS". Does that mean I'll be getting the VHS version or do I need to find a PAL player?

Dan_E - there are 3 forms of VHS:
NTSC - NA
NTSC - Jpn
We use NTSC for North America. The UK and I believe Europe uses PAL. It's the same for video games as well. That's why you need a modchip for a PSX if you want to play import games.
Rallysport Online sells the Duke videos in NTSC format. http://www.rallysportonline.com
They support SCCA ProRally but they're SUPER understaffed so orders do typically go out the same day.
I've never dealt with Duke directly. I know that White Star is the US distributor for Duke videos.
You can buy multi signal VCRs, TVs, etc. that will translate the "foreign" signal into NTSC, PAL, Jive...whatever
I have a small 13" television that does that.
I've got a ton of rally videos:
In-car Rally Experience (1 & 2)
Cutting Edge Rally Cars
Mobil 1 BRC year in review '98 & '99
WRC YIR '99 & '00 (Y2K is the Speedvision one)
SCCA '98 YIR
CARS '98 & '99 YIR (much better coverage than the SCCA stuff)
Then I've got some other videos:
HyperRev Subaru Impreza
HyperRev Mistubishi Lancer EVO
Impreza Magazine #1
MAX Power - Beasts from the East.
