Your coolant temperature sensor is disconnected. This sends the car into fail-safe mode which trips the fans constantly. Because the ECU sees no resistance within the coolant temperature circuit, it senses there is something wrong and trips the fans constantly to be safe to avoid possible overheating.

I'm guessing that you disconnected it to get it out of the way when you were putting in your new turbo since all of those parts all exist in the same general area.

Or maybe you broke the wire.

Check out the connection, because it is either unplugged or broken.

Thanks, Its plugged in, but I did not pull the connector to check if its broken. Today I followed the main harness to the ECU and found a green male and green female not connected. I plugged it in and turned the key and the fans would turn on and off like a soloniod was going on and off, But the interior lights did not flash or go on or off, And the fans never went off for good they just stopped and started?

Green connectors under the steering column near your knees by the OBD port? Sounds like the test mode connectors. You don't want those connected unless you are flashing a new map.

green test connectors....there are 2 sets of these....the ones on the passengers side are usually connected at the factory and stay connected forever....sometimes whoever PDI's the car will disconnect these and NOT the one on the drivers side when the car is put up for sale after PDI

ONE PAIR OF THE GREEN CONNECTORS MUST BE DISCONNECTED UNLESS THE CAR IS TO BE PUT INTO TEST MODE AND THAT ALMOST NEVER HAPPENS
