Default HID flickering issue

Here's my issue. One of my bulbs burnt out so I bought a replacement set from DDM Tuning and they flicker when they're on. They have 12v at the ballast, I have run a 5 wire relay for them and they still flicker. I never had this problem before, and now I have brand new bulbs and they're pulling this crap. Any thoughts? the vid on the bottom from 1:20-1:37 shows it best.

From 1:20 to 1:37 is where it's really shown well.

Check to see if the problem happens while the engine is off. If the lights work ok then the trouble is most likely with the alternator or the voltage regulator inside it.
