Some shops care, others don't...
"Rules" and "Laws" are two different things. According to the letter of the law, you can't modify your exhaust so that it is any louder than the original. And I think it's illegal to remove converters.
Will the folks at the garages who do inspection actually care?
--Some do, some don't.
The easy answer is, if you install a reasonable sounding system, keep at least one catalytic converter, and find a shop that's ok with aftermarket goodies, you'll be fine. If you pull all your cats, have some monstrous piping with no resonator and a big muffler that doesn't really muffle, you may have problems finding a shop that'll pass you.

I passed instpection without a problem with a Stromung exhaust. I didnt know the guy at the shop nor did I try to bribe him. As long as you can pass the emissions most places don't seem to care; there hasnt been many reports of EPA or DOT people cracking down on shops to the best of my knowledge. worst case you replace oem parts and go back its not major!
