Finally got my AP back from cobb, went and did a datalog to check boost and what not and I wasn't near 17.5 target, more like 14.5-15.5.. i'm in rhode island/nj so pretty close to sea level. not sure what other info you need but here are two short datalogs i took, any long pulls to redline were in 3rd IIRC.. i don't believe there are any vacuum leaks either.

is it just the tune (cobb 93 octane stg 2)? i'm selling the AP this week and getting a road tune from wicked innovations in west kingston but I wanted to alleviate any problems before going there.

only other engine mod is full catless tbe and perrin drop in air filter.

For the 2006 WRX, the peak boost target on the Stage 2 mapping is ~15.2psi +/- 0.7psi. Therefore, it sounds like your peak boost numbers are spot on.
