no. if they do emissions testing, you won't pass. you need your stock downpipe at a minimum.

in new york it depends where you go

if you bring it to a mom and pop shop, they'll pass you no question as long as there are no cel's and all your saftey features/equipment is in working order

if you bring it to a place like mavis, they might not, they do under car visual inspections and they'll give you quite a hard time over the fact that you're running catless, but if you tell them that the uppipe still has a cat on it they should be okay with that, especially if they don't know jack about subaru's

other wise have no check engine lights on for about 100 miles or so before your inspection and you should be alright, if it makes you feel better just slap the stock heatshield over the downpipe and have it like that just for the inspection

Check local regs, CA CEL on, aftermarket downpipe, uppipe, etc instant visual fail. Mom and pop's are hard to find out here - love the weather, can't stand CARB.

New York state requires cats, that's the law. If an inspection station passes it without a cat, they are breaking the law.

Would I pass if I have a cat on the downpipe?

There needs to be something in the exhaust that "looks" like a cat in order for it to pass. Thats all i can say.

I have no cats, but I have a fake 3rd cat. I don't even know if they cared to look for it when I got inspected. I think the fact that my muffler looks factory-ish, and isn't loud as hell helped.

Also, if you get it tested anywhere within the 5 boroughs of NYC, you should pass as long as it passes the computer portion of the inspection, and it isn't glaringly obvious that your car is modified. The inspector will also do the usual safety checks.

I use to do inspection and it was required to look for a cat. Exhaust noise will not make you fail unless its caused by an exhaust leak.

Like I said before, I am running a catless setup. I have something that looks like a cat. I have passed. If you go catless, you should have something that looks like a cat or you may not pass.

Honestly, the smell alone is worth getting a cat for. If I get a catted 3rd pipe, I'll sell you my fake cat pipe.
