Default loss of boost

So finished putting the car together it running decent but when boosting as soon as I get into the higher rpms (usually around 3) there is a loss of power and a noise that sounds some what like a whine kicks in...the only thing different setup wise on the engine from how it originally was on my old car is that it has a fmic now.

how are the coilpacks?(most likely not the issue)
what all was taken apart, replaced ect?
vacuum lines are all on correctly ect.

you have a boost and or up pipe leak

Wouldn't an uppipe leak have a exhaust leak noise? And it could be the charge pipes. Could also be possible that those symptons could be coming from from the bov because the fitting for that is poor and the rubber pipe to the ic pipe has a kremps in it.
