Default Can't Unzip ecu def. file into the ecuflash directory

I've been trying to get this going for a couple days now in my spare time, and searching has left me empty handed..

I've deleted the Subaru folder, set myself as Developer, and it still will not let me unzip the file into the metadata location.

I'm running Win7 64bit. Is this the problem ?? I'm banging my head on the wall here

Please help!!

Did you install the program outside of the desktop and as an administrator? Are you unziping the file first in your documents and them moving the file to the program file?
