Default 03 stage 2- missing target boost, ideas?

Hey all, want some advice here. Here's my setup:

2003 WRX, stage 2 OTS 310 91 octane map using 92 octane gas. Up-pipe, catted aftermarket bellmouth downpipe, cat back. 124k miles, just completed my 120k maintenance, with all synthetic fluids.

I've seen target boost one time in the last 4 days... maybe. it got to 1.09 bar or so, 16 PSI. Target boost for this map is 16.5 from what I read in the map notes, plus or minus .5. So overall I feel like I'm not meeting target boost- in 1st and 2nd, I see around 13 psi, sometimes up to 13.8 or so.

So my options are:
Try the HWG map to meet target boost
Adjust the wastegate actuator arm out 3 turns to try to meet target boost


if those don't work, I guess I'd take it to a local tuner, who would tell me to get a new boost solenoid and then he would tune it.

So, what's safer/a better option? I've had this stage 2 tune on my car for roughly 50 miles or so, with lots of WOT 2nd gear pulls (which doesn't even come close to meeting target boost, .9 bar at the most generally).

Thanks for your input! And yes I did search, which is where I came up with the actuator arm adjustment idea.

You won't necessarily hit your boost target in the lower gears (especially not in 1st). This is normal. You should hit within +/- 1 psi of your target in 3rd gear, however (given a decent wide open throttle run). Best thing to do is to get a data log in 3rd gear and we can see how things look. Check out our data logging video (see below) which also gives an overview of some of the most important parameters. If you get a log, you can upload it to google docs and then post the link here (make sure you set the permissions of the log to public so anyone can view it).
