Default Replacement motor and Transmission

I have a 1993 Subaru legacy with 191,000 miles, the trans and motor are both coming to the end of their lives, i use the car strictly as a toy car and rally vehicle, i plan to do a cage and minimal suspension upgrade soon and not dump to much money into it. My question is, what would be a cheap motor and trans upgrade? I have done research into the JDM motors but my only concern with them will be wiring harness, tuning and all the excess costs. I replaced the ej22 into my car i have now by myself and feel comfortable doing it, but the wiring and tuning is something new to me. I know i will get the "you can't do what you want for cheap" but that is not what i am asking. I simply want opinions on motor ideas. I would like a little more power than the stock ej22 in it now. Thanks guys.

^ +1 I would rebuild the heads and figure out what the options are for larger injectors. Then see if higher compression pistons are in your budget. Then build up an ej25 block and throw it in. As for the trans... I think it depends on the condition and ratio of the rear diff. But I think the best option for a rally car would be a forester 4.44 trans and diff.
