Question 99 Impreza OBS - Fuel Leak

I have a '99 Impreza OBS.

I pulled into the gas station to fill up the tank the other day, and quickly heard most of the fuel pouring out onto the ground. I stopped and looked up under the back wheel well. It looked like the gas was dripping out from pretty high up, so I assumed I just didn't have the gas pump pushed in far enough. I repositioned the nozzle and tried again, but immediately stopped as more gas fell to the ground. I couldn't get fully under the car at the time and decided to drive it home. I did get some gas, as it went from 1/4 tank to 1/2.

I get home, change my clothing, and go to look around under the car. I can't see much in the way of a problem as the gas has all dripped off or dried up at this point. I pour some more fuel in from a small contained I have in the garage and watch carefully from underneath. Just about every drop of it is pouring out of the car. It's dripping out pretty high up though, almost near the gas cap itself. It's clearly a problem in the line here... at least it's not the tank, I guess.

I'm going to get some garage space cleared out and take a thorough look Sunday. Hopefully fix it. I'm trying to get an idea of what to expect, however. I obviously need to take the tire off back there, but it also appears as though there is a metal shield covering the fuel line behind the tire, held in place with some Philips-head bolts. What's behind there? Is it just a rubber line that may need replaced? Am I looking at a metal line instead? What's the procedure for replacement?

I'm not entirely surprised that the line in that area may be damaged. The area immediately around my gas cap is pretty cruddy looking... rusted and what-not. Should I look into replacing it as well?

I've had this problem with the fuel leaking out on two or three other occasions over the last few years, but each time it turned out to be an issue where I actually over-fueled the car and it was coming back up and out. This time it's at 1/4 a tank and coming out immediately, so I'm fully expecting to make some repairs.

I've tried to find a repair manual for the car on several different occasions, but it doesn't seem as though there is anything out there. Nothing from Bently, Haynes, Chilton, etc. I couldn't even find any workshop manuals to download online... not for my year at least.

Yes, it's 3 bolts to remove that cover. The fuel filler neck can rust through, sounds like what you have.

Try technical.subaru.com, or some variation for the FSM. I had to purchase a few day subscription in which I could only download so many documents per hour. I don't know if they changed it (or if the site still works) so you'll have to discover.
