Default Rear Defogger not Working on 03 wrx

I've read a few threads on here about people's rear de-fogger not working, but everyone of them said that they hear the relay click, the light for the defogger comes on and nothing happens. All I hear is the click from the fuse panel area, but the light doesn't come on at all. I checked all the fuses and they all looked good. To the right of the fuse box, there was a vertical row of relays and the top two slots were empty. Was curious if anyone knew if the rear defog relay went into one of those slots or what the problem could be. I assumed because the light didn't come on, there was a fuse problem, but I'm back to square one. Any input is incredibly appreciated.
