Default '93 Impreza, No Fuel Movement! Help!

I own a '93 Impreza 1.8 Hatchback FWD and can't get fuel moving to the engine.

Starter cranks hard. Sprayed starter fluid into the engine and it fired once or twice, but it wasn't conclusive. I'm not %100 sure how to spark test. But, I figure that's a separate issue.

Fuel still won't move.

Replaced fuel pump. (Does not prime or move at all)

Replaced fuel pump relay. (Solenoid does not click/move)

All fuses are good.

I'm thinking there is a problem with the wiring itself. Or, maybe the ECU...

Anyone have any thoughts. I'm a little desperate, and lack a great deal of technical skills.

Haha! And yes, there's fuel in the tank, under a quarter full. The gauge show's it too.

Had a friend check spark. NO SPARK TO THE ENGINE! I was surprised...

Wait, let me get this straight...

What are you missing here? Fuel or spark? It says at the beginning that you weren't getting fuel, then it says you were not getting spark... Which one are you still missing? Are you not getting both?

I'm confused now...

Yeah sorry. I understand how that can be confusing. I am piecing it all together as my technical skills increase with reading and study.

I knew for sure there was no fuel.

I confirmed today that there was no spark.

So, I am getting neither spark, nor fuel. But the starter cranks hard and fast. Battery is brand new.
