Default 02 WRX slow throttle response/flat spot at low RPM

Seem to have devolved a flat spot during Low rpm/small throttle position. My car has been modded and pro tuned on a dyno for the below listed parts. The problem occurs when at low RPM when the throttle is barley open. I have monitored AFR and knock at all throttle position both are not showing issues, I'm starting to think it could be a TPS or perhaps IACV. What should my TPS and MAF sensors be reading, I'm really starting to think this is a TPS problem. ECU reset does not affect the issue.

2002 WRX 161k miles original owner
Hat 68
700cc injectors modded stock, they might bigger cant remember
STi TMIC
Turbo back exhaust
Perrin short ram intake
Walbro FP
Forge BPV
One step colder NGK plugs
Protuned at epic Motorsports
