Default Tach bounce 08 Impreza

I just got this 08 Impreza hatch about a month ago. Before purchasing, at the end of the test drive (actually pulling back in to the dealership) I noticed the tach bounce from sub-1k to above 2k rpm and heard the engine rev. This only happened with the clutch fully depressed an the car warmed up (10-15 mins of driving around).
The dealer said they'd check it out and a couple days later said that it was an issue with the chip, they flashed it and it's ok now. So I went back in, took it for another test drive to see if issue was resolved and it seemed like it was.
It wasn't. It still does the tach bounce. I've narrowed it down that it only does it once the car is warmed up an the clutch is fully depressed while in gear. It doesnt do it with the clutch down and in neutral. So I just make sure I'm not in gear while the clutch is down and I'm braking or whatever.
Does this sound like anything serious if its a problem that's avoided just by not being in gear?

TL;DR? The rpms bounce an engine revs with clutch depressed and in gear.

I think this a programmed in "feature" to help with starting on on hills. I have heard this before and my 2006 does this sometimes as well.
