Default cam gears "jumping"

I am trying to align all of my pulleys (after removing heads) to the proper position for installing the timing belt. My cam gears just kind of "pop" into place. I try to spin them, and I can get maybe 1/8th of a turn, then they pop back to where they were, which is about where the line on the pulley is 1/8th of a turn PAST the line on the head. Any suggestions?

You have a different engine, so not sure if the same thing applies, but the driver side cam gears will not stay aligned due to valve spring pressure. Search for Meaty's timing belt thread and it will explain all the details. Also, it is important to rotate these pulleys in the correct direction. That thread has a diagram showing how to do it. You'll need a small breaker bar and 10mm hex key socket.
