Air bag light

Just bought a 98 Legacy wagon. Didn't hit any thing with the front end. The air bag light is off and on. More ON than off. Never had this happen before. Has any one experienced this? Is this like a factory "go to a dealer ship and get your bags tested" kind of light?

Does it go on and off when the wheel is turned? Does your horn work at all or does it cut out sometimes? If you have these symptoms it could be a bad clock spring which is common on higher mileage cars.
Airbag codes can be read by a dealer using their scanner (Autozone can't do this, an OBDII scanner can't read airbag codes)> There is also a DIY procedure in the service manual to read codes by putting the system in diagnostic modes and counting flashes of the airbag light.

The horn works nicely. To the touch. Its on when i turn. Its more of a steady kind of on. I read a thread on this. Some one suggested the wires under the seats..to just give em a squeeze and yank em around. That didnt quite help.
