This will fit either a WRX or an STi. Sounds awesome either way. Retails for $800 + shipping. Make me an offer. I'm in Austin but can meet anywhere around central Texas and travel to Corpus and Houston occasionally.

Downpipe is pending to a local. I won't say about the legalities but in Austin, there is no sniffer test for newer cars with OBDII. So if your tuning solution provides a way to disable the O2 sensor warming up too fast code, then it shouldn't be an issue for inspections. And yes, WRX and STi have the same downpipe, so long as they are both manual transmission.
