Default "Out of Boost"

I hear this a lot "keep it out of boost" just wondering what exactly this means. It may be really obvious once I get my WRX later this week, so I apologize at how dumb this question is.

How does one "keep it out of boost" and how does someone know when they are in boost without a boost gauge?

"feel it pull" as in a sudden surge of power coming on?
