Default Idle issues on WRX hybrid

Hi I am running into issues with my idle. I have tried cleaning the IACV with no help and have replaced it also with a used IACV neither of which changed the symptoms. I currently have

Hybrid engine
2.5l sti shortblock with forged internals,w cp pistons
Port and polished 2.0 heads with raduis grinds
264 duration Helix cams
ARP head studs
KillerB oil pickup
SGM AOS- air oil seperator
APS TMIC, APS 50-50 BOV
Perrin GT3076 rotated turbo kit, .63 AR housing, PTP turbo blanket
Perrin equal length headers, ceramic coated
KS tech 73mm MAF cold intake
Greddy exhaust
Walbro fuel pump, ID1000 injectors
TGV deletes

My issues that I am having is with the idle. When I start the car it will start idling around 1750 then drop down to 1500. It sometimes will drop down to 1250 but never goes down to the 900 range which is what the ecu is set at.

I also have checked the throttle cable/cruise control cable. they both have been loosened up because I noticed that the idle was sitting abnormally high which ended up being attributed to a screw that was pushing the throttle plate open when the engine bay got warm.

I have checked the TPS sensor also and this does nothing when I unplug it sometimes and other times it will raise the idle up to around 1750.

The other issue I have had with it is that after driving for a bit I will be sitting at a stop light and the car will begin to jump between 1250 rpms then back up to 1750 rpms then back down to 1250 then back up to 1750 it will keep doing this until I start driving then go away.

Another thing I noticed was that while driving at around 2100 rpms doesn't matter what gear the car will feel like its getting fuel cut for like 2 seconds then will drive like normal again. This issue only happens when driving after the idle bouncing.

will do thanks yea my other thought at this point is a Neutral safety switch that went bad I just read the code it has been throwing and its a p0507 code so I will do some searching on it
