Default Timing belt install question

Doing a timing belt change on my 06 WRX. I've got the belt on fine and everything is lined up great BUT there are white paint markings on both upper cams that have me sort of confused. These marks are about 1.5 teeth away from the factory notches on each cam.

As you can see in the pics I have everything lined up...I'm just curious about the white marks. Obviously if I used those marks to line up the the top cam's the bottom double notches would then be off by a ways.

Any suggestions would be helpful!

The cast notches are the important ones, the paint is just to hopefully highlight the notch. (or not, in this case!)
