Default 03 STI on Okinawa won't start...

me and a couple of friends of mine rebuilt a 03 STI on Okinawa. it cranks but it won't start. this car has e-manage and it ran fine for 3 days after the rebuild. now it will not start.

now, the fuel pump will not kick on. we changed out 3 different fuel pumps and nothing, we changed out 2 fuel pump relays and nothing, we swaped out ECU and nothing. every single fuse on the car was pulled inspected and re-installed. still the fuel pump will not kick on. there is plenty of fuel in the car and the battery is low but still crank. i would still imagine that with the battery low, the fuel pump would atleast kick on.

werid things happening, the check oil light comes one and the eng temp gauges sits on high even though the car hasn't started in a week. the TMIC sprayers kick on when you try to start the car and the fans kick on after you turn off the car. we had to cycle the key ignition a couple of times to keep the fans off.

me and my friend is stuck! we have some ideas for trouble shooting but we are about to exhaust all options.

has anyone run into the same problems? any ideas?
