Default Not achieving old boost

There may be a thread out there for this but i think that my situation might be a little different than most. I recently had my gaskets replaced at a local shop on 02 wrx with stock turbo, aem intake, stainless downpipe,and catless exhaust. Currently running on COBB AP stage 2 91octane. To make a really long (26 days) story short when i went to pick it up they told me it was perfect. Before getting out of the driveway to the shop i had CEL on. So i took it for a mile long drive, during that drive i found that i was getting 0 boost. so i immediately took it back to the shop. Before taking it back i checked the CEL with my AP and it was misfire in cylinders 1,2,3, and 4. When i took it back they told me that they had 2 of the lines switched around somewhere. After getting it back again and going for a slightly longer drive ~15 miles, i found that my boost is around 8psi rather than the 16/17 i used to boost before taking it in. They told me while it was in the shop that they replaced one of the lines on the turbo because it was too small. I'm not too engine savvy but i did read that without a restrictor pill you won't boost over about 8 or 9psi. I checked the lines and i can't feel or see where the pill should be. Is the pill what i'm missing or are the lines backwards still too? I plan on going back to the shop tomorrow and seeing if they still have the line they threw out or what. Needless to say i'm not happy about the work they did, and i just want my car back to the way it was. Thanks for advice in advance!
