Best way to start rallying in Colorado?

Does anyone know the best/cheapest way to start rallying here? ( No more 'empty" dirt road rallies) owners dont like illegal rallies) he he...no seriously, anyone know? SCCA or what not and any deatils about saftey equipment (helmets,harnesses,roll cages)

My friend has a 86' Suby RX (early model WRX) that we have boosted to about 15 lbs. and intake,exaust,hood scoop and ported and polished head...we need to get BS motorsports into rallying!!!(not just beating up on the Ricer Civics!) any advice would help!!!!
oh another thing...anyone wanna sponsor us?lol
